If you’re planning to hire a vehicle in New Zealand, especially a diesel, electric, or plug-in hybrid vehicle—you may notice an additional fee called a Road User Charge (RUC). While it might appear confusing at first, RUC is simply part of New Zealand’s “user pays” system for maintaining and improving the country’s road network. Understanding how it works can help you avoid surprises when renting a vehicle.

What Are Road User Charges (RUC)?

Road User Charges are a distance-based tax paid by certain vehicles for using New Zealand’s roads. The revenue goes into the National Land Transport Fund, which helps pay for road construction, maintenance, public transport, road safety, and other transport infrastructure. 

Most drivers contribute to road funding through fuel taxes included in the price of petrol. However, vehicles that use fuels not taxed at the pump pay through RUC instead.

These include:

  • Diesel vehicles

  • Electric vehicles (EVs)

  • Plug-in hybrid vehicles (PHEVs)

  • Heavy vehicles over 3,500 kg

Petrol vehicles generally do not pay RUC directly, because their road taxes are already included in fuel prices.

How RUC Works

Unlike fuel tax, RUC is based on how far a vehicle travels rather than how much fuel it uses.

Vehicle owners must pre-purchase a RUC licence for a set distance, usually in units of 1,000 kilometres.

For example:

  • A standard light diesel vehicle (under 3,500 kg) pays around NZD $76 per 1,000 km. 

Once the prepaid distance is used, another licence must be purchased before the vehicle continues driving on public roads.

The vehicle must also display its RUC licence or distance record to confirm the charges have been paid.

How Road User Charges Apply to Rental Vehicles

When hiring a vehicle in New Zealand, RUC is usually handled by the rental company, but renters may still see the cost reflected in their booking.

Here are the key things to know.

1. Rental Companies Usually Pay RUC Upfront

Rental companies manage RUC licences for their fleet and ensure vehicles are compliant before they are rented out.

This means renters typically do not need to purchase RUC themselves.

Instead, the company tracks the distance driven during your rental period.

2. Renters May Pay a Per-Kilometre Fee

Because RUC is distance-based, many rental companies charge renters a per-kilometre RUC fee if the vehicle is diesel, electric, or a plug-in hybrid.

This charge may appear as:

  • A daily RUC fee

  • A per-kilometre surcharge

  • A charge added when the vehicle is returned

The fee covers the cost of the RUC distance used while you had the vehicle.

3. Petrol Rental Cars Usually Don’t Have RUC Fees

If you rent a petrol vehicle, you normally won’t see a separate RUC charge.

That’s because petrol vehicles already contribute to road funding through the fuel excise duty included in petrol prices.

However, renters will still need to pay for fuel used during their trip.

4. Diesel Vehicles Are Most Commonly Affected

In the rental market, the vehicles most likely to include RUC charges are:

  • Diesel SUVs

  • Diesel campervans or motorhomes

  • Diesel vans and commercial vehicles

  • Electric vehicles or plug-in hybrids

These vehicles require RUC regardless of whether they are privately owned or rented.

5. Long Trips Can Increase RUC Costs

Because RUC is distance-based, the longer you drive, the higher the cost.

This is especially relevant for visitors exploring New Zealand’s long scenic routes, such as road trips across the North Island and South Island.

Many rental companies provide unlimited kilometres, but RUC fees may still apply separately for diesel or electric vehicles.

Tips for Renters in New Zealand

Before booking a rental vehicle, it’s helpful to check how RUC is handled in the pricing.

Consider the following:

  • Check the rental terms to see if RUC is included or charged separately.

  • Compare petrol vs diesel vehicles, as petrol cars may avoid RUC charges.

  • Ask about per-kilometre rates, particularly for campervans or diesel SUVs.

Understanding this system can help you estimate the true cost of your rental.
